Article L4241-1 of the French General Code of Local Authorities

Prior to their examination by the regional council, the regional economic, social and environmental council must be asked for its opinion on documents relating to:

1° The preparation and implementation in the region of the nation’s plan;

2° Any planning document and master plans of interest to the region;

3° The region’s various budget documents, in order to give its opinion on their general guidelines;

4° To the general guidelines in the fields on which the regional council is called upon to deliberate pursuant to the laws recognising competence to the regions, as well as to the schemes and programmes provided for by these laws and to the assessment of the actions carried out in these fields;

5° To the general guidelines in the field of the environment.

At the initiative of the President of the Regional Council, it may be asked for opinions and studies on any project of an economic, social or cultural nature or of interest to the environment in the region.

It may also issue opinions on any matter falling within the region’s remit.

Préalablement à leur examen par le conseil régional, le conseil économique, social et environnemental régional est obligatoirement saisi pour avis des documents relatifs :

1° A la préparation et à l’exécution dans la région du plan de la nation ;

2° A tout document de planification et aux schémas directeurs qui intéressent la région ;

3° Aux différents documents budgétaires de la région, pour se prononcer sur leurs orientations générales ;

4° Aux orientations générales dans les domaines sur lesquels le conseil régional est appelé à délibérer en application des lois reconnaissant une compétence aux régions, ainsi qu’aux schémas et aux programmes prévus par ces lois et au bilan des actions menées dans ces domaines ;

5° Aux orientations générales dans le domaine de l’environnement.

A l’initiative du président du conseil régional, il peut être saisi de demandes d’avis et d’études sur tout projet à caractère économique, social ou culturel ou intéressant l’environnement dans la région.

Il peut, en outre, émettre des avis sur toute question entrant dans les compétences de la région.
