Article L426-23 of the French Code governing the entry and residence of foreign nationals and the right of asylum

A foreign national who establishes that he or she is taking part in an internship in France under an internship agreement approved by the competent administrative authority and that he or she has sufficient means of support will be issued with a temporary residence permit bearing the wording “intern”.
In the event that it is necessary for the internship to take place, and subject to legal entry into France, the administrative authority may grant this residence permit without the condition set out in article L. 412-1 being applicable. The conditions for application of this article shall be laid down by decree in the Conseil d’Etat.

L’étranger qui établit qu’il suit en France un stage dans le cadre d’une convention de stage visée par l’autorité administrative compétente et qu’il dispose de moyens d’existence suffisants se voit délivrer une carte de séjour temporaire portant la mention ” stagiaire “.
En cas de nécessité liée au déroulement du stage, et sous réserve d’une entrée régulière en France, l’autorité administrative peut accorder cette carte de séjour sans que soit opposable la condition prévue à l’article L. 412-1.
Par dérogation à l’article L. 414-10 cette carte n’autorise pas l’exercice d’une activité professionnelle salariée.
Les conditions d’application du présent article sont fixées par décret en Conseil d’Etat.
