Article L4313-3 of the French General Code of Local Authorities

The certified accounts of the bodies mentioned in 4° of Article L. 4313-2 are forwarded to the region.

They are communicated by the region to regional elected representatives who so request, under the conditions laid down in article L. 4132-17, as well as to any interested person, under the conditions provided for in l’article L. 4132-16.

Transmitted by the region to the State representative and the region’s accounting officer in support of the administrative account are the certified accounts of the bodies that do not have a public accounting officer and for which the region:

1° Holds at least 33% of the capital;

2° Or has guaranteed a loan;

3° Or has paid a grant of more than €75,000 or representing more than 50% of the income shown in the organisation’s profit and loss account and exceeding the threshold provided for in the fourth paragraph of article 10 of law no. 2000-321 of 12 April 2000.

Article L4313-3

Les comptes certifiés des organismes mentionnés au 4° de l’article L. 4313-2 sont transmis à la région.

Ils sont communiqués par la région aux élus régionaux qui en font la demande, dans les conditions prévues à l’article L. 4132-17, ainsi qu’à toute personne intéressée, dans les conditions prévues à l’article L. 4132-16.

Sont transmis par la région au représentant de l’Etat et au comptable de la région à l’appui du compte administratif les comptes certifiés des organismes non dotés d’un comptable public et pour lesquels la région :

1° Détient au moins 33 % du capital ;

2° Ou a garanti un emprunt ;

3° Ou a versé une subvention supérieure à 75 000 € ou représentant plus de 50 % du produit figurant au compte de résultat de l’organisme et dépassant le seuil prévu par le quatrième alinéa de l’article 10 de la loi n° 2000-321 du 12 avril 2000.
