If the foreign national ceases to fulfil one of the conditions required for the issue of the residence permit to which he or she is entitled, obstructs checks or fails to comply with summonses, the residence permit may be withdrawn from him or her by a reasoned decision. The decision to withdraw the permit may only be taken after the person concerned has been given the opportunity to present their observations under the conditions laid down in articles L. 121-1 and L. 121-2 of the Code of Relations between the Public and the Administration.
A foreigner who is involuntarily unemployed within the meaning of articles L. 421-1, L. 421-9 to L. 421-11 and L. 421-13 to L. 421-21 shall not be deemed to have ceased to fulfil the condition of activity laid down in articles L. 421-1, L. 421-9 to L. 421-11 and L. 421-13 to L. 421-21.
