Article L4424-3 of the French General Code of Local Authorities

Within the framework of national policy on higher education, the President of the Executive Council presents the Assembly of Corsica with proposals relating to higher education and research, after receiving the opinion of the University of Corsica.

On this basis, the Assembly of Corsica establishes, according to the priorities it determines in terms of cultural, economic and social development and after consulting the Economic, Social, Environmental and Cultural Council of Corsica, the map of higher education and research. This map becomes definitive once it has been the subject of an agreement between the territorial collectivity of Corsica, the State and the University of Corsica.

The Corsican regional authority may, by deliberation of the Assembly, organise its own complementary higher education and research activities, without prejudice to the competences of the State in terms of the accreditation of degrees and diplomas. To this end, it enters into agreements with higher education establishments or research bodies.

Dans le cadre de la politique nationale de l’enseignement supérieur, le président du conseil exécutif présente à l’Assemblée de Corse les propositions relatives à l’enseignement supérieur et de la recherche, après avis de l’université de Corse.

Sur cette base, l’Assemblée de Corse établit, en fonction des priorités qu’elle détermine en matière de développement culturel, économique et social et après consultation du conseil économique, social, environnemental et culturel de Corse, la carte de l’enseignement supérieur et de la recherche. Cette carte devient définitive lorsqu’elle a fait l’objet d’une convention entre la collectivité territoriale de Corse, l’Etat et l’université de Corse.

La collectivité territoriale de Corse peut, par délibération de l’Assemblée, organiser ses propres actions complémentaires d’enseignement supérieur et de recherche, sans préjudice des compétences de l’Etat en matière d’homologation des titres et diplômes. Elle passe, à cette fin, des conventions avec des établissements d’enseignement supérieur ou des organismes de recherche.
