Article L4433-7-3 of the French General Code of Local Authorities

The regional development plan sets out the territory’s strategy for adapting to climate change and improving air quality.

As such, it sets out, at its level:

1° Guidelines for mitigating and adapting to climate change in accordance with the commitment made by France in Article L. 100-4 of the Energy Code;

> 2° Guidelines for preventing or adapting to climate change in accordance with the commitment made by France in Article L. 100-4 of the Energy Code
2° Guidelines for preventing or reducing air pollution or mitigating its effects, in order to achieve the air quality standards and the multiannual objective for reducing the average annual daily concentrations of atmospheric particles mentioned in article L. 221-1 of the Environment Code.

The multiannual energy programme (MEEP) will be presented to the European Parliament and the Council of Ministers.
The multi-annual energy programme defined in article L. 141-5 of the Energy Code takes the place of the energy section provided for in 3° of article L. 222-1 of the Environment Code.

Article L4433-7-3

Le schéma d’aménagement régional fixe la stratégie du territoire en matière d’adaptation au changement climatique et d’amélioration de la qualité de l’air.

A ce titre, il fixe, à son niveau :

1° Les orientations permettant d’atténuer le changement climatique et de s’y adapter conformément à l’engagement pris par la France à l’article L. 100-4 du code de l’énergie ;

2° Les orientations permettant de prévenir ou de réduire la pollution atmosphérique ou d’en atténuer les effets, pour atteindre les normes de qualité de l’air et l’objectif pluriannuel de diminution de la moyenne annuelle des concentrations journalières de particules atmosphériques mentionnés à l’article L. 221-1 du code de l’environnement.

La programmation pluriannuelle de l’énergie définie à l’article L. 141-5 du code de l’énergie tient lieu du volet énergie prévu par le 3° de l’article L. 222-1 du code de l’environnement.
