Article L451-1 of the French Insurance Code

An information body is responsible for informing persons residing in a Member State which is a party to the Agreement on the European Economic Area, when they are injured in a road traffic accident:

a) Occurring in the territory of one of these States, with the exception of their State of residence, or in a third State whose national bureau has joined the international insurance card scheme ;

b) Involving a vehicle normally based in the territory of the French Republic and insured with an undertaking referred to in article L. 451-2.

When these persons or their representatives so request, the body will provide them with the following information, in accordance with the conditions laid down by decree in the Conseil d’Etat:

1° The name and address of the insurance company covering the civil liability referred to in article L. 211-1 on the date of the accident ;

2° The number of the insurance contract;

3° The number of the international insurance card or frontier insurance contract, if the vehicle is covered by one of these documents;

4° The name and address of the company’s representative in their country of residence;

5° For State vehicles benefiting from the exemption provided for in Article L. 211-1, the contact details of the authorities responsible for compensation.

If the injured party proves that he has a legitimate interest, the information centre will provide him with the name and address of the owner or usual driver or declared keeper of the vehicle involved in the accident.

Article L451-1

Un organisme d’information est chargé d’informer les personnes résidant dans un Etat membre partie à l’accord sur l’Espace économique européen, lorsque celles-ci sont lésées dans un accident de la circulation :

a) Survenu sur le territoire d’un de ces Etats, à l’exception de leur Etat de résidence, ou dans un Etat tiers dont le bureau national a adhéré au régime de la carte internationale d’assurance ;

b) Et mettant en cause un véhicule ayant son stationnement habituel sur le territoire de la République française et assuré auprès d’une entreprise mentionnée à l’article L. 451-2.

Lorsque ces personnes ou leur représentant en font la demande, l’organisme leur communique, dans des conditions fixées par décret en Conseil d’Etat, les informations suivantes :

1° La dénomination et l’adresse de l’entreprise d’assurance couvrant la responsabilité civile visée à l’article L. 211-1 à la date de l’accident ;

2° Le numéro du contrat d’assurance ;

3° Le numéro de carte internationale d’assurance ou du contrat d’assurance frontière, si le véhicule est couvert par l’un de ces documents ;

4° Le nom et l’adresse du représentant de cette entreprise dans leur pays de résidence ;

5° Pour les véhicules d’Etat bénéficiant de l’exonération prévue à l’article L. 211-1, les coordonnées des autorités chargées de l’indemnisation.

Si la personne lésée prouve qu’elle y a un intérêt légitime, l’organisme d’information lui communique le nom et l’adresse du propriétaire ou du conducteur habituel ou du détenteur déclaré du véhicule impliqué dans l’accident.
