Article L4622-7 of the French Labour Code

Where the occupational health and prevention service is provided by a group or body separate from the establishment employing the workers benefiting from this service, the managers of this group or body are subject, under the same conditions as the employer and subject to the same penalties, to the provisions of this Title.

Lorsque le service de prévention et de santé au travail est assuré par un groupement ou organisme distinct de l’établissement employant les travailleurs bénéficiaires de ce service, les responsables de ce groupement ou de cet organisme sont soumis, dans les mêmes conditions que l’employeur et sous les mêmes sanctions, aux prescriptions du présent titre.
