Article L5131-1 of the French Labour Code

The purpose of personalised support for access to employment is to facilitate access to and retention in employment for people who are experiencing particular difficulties in finding work and require social support and training.

To this end, the State may enter into agreements with competent bodies.

L’accompagnement personnalisé pour l’accès à l’emploi a pour objet de faciliter l’accès et le maintien dans l’emploi des personnes qui, rencontrant des difficultés particulières d’insertion professionnelle, ont besoin d’un accompagnement social et d’une formation.

A cette fin, l’Etat peut conclure des conventions avec des organismes compétents.
