Article L5133-1 of the French Public Health Code

The purpose of addictovigilance is to monitor, assess, prevent and manage the risk of cases of abuse, dependence and misuse linked to the consumption, whether medicinal or otherwise, of any product, substance or plant with a psychoactive effect, with the exception of ethyl alcohol and tobacco.

The health professionals, establishments, persons or organisations on a list established by decree by the Conseil d’Etat declare the cases mentioned in the first paragraph that they observe or of which they are aware. This decree also determines the conditions for application of this article.

L’addictovigilance a pour objet la surveillance, l’évaluation, la prévention et la gestion du risque des cas d’abus, de dépendance et d’usage détourné liés à la consommation, qu’elle soit médicamenteuse ou non, de tout produit, substance ou plante ayant un effet psychoactif, à l’exclusion de l’alcool éthylique et du tabac.


Les professionnels de santé, les établissements, personnes ou organismes figurant sur une liste fixée par décret en Conseil d’Etat déclarent les cas mentionnés au premier alinéa qu’ils constatent ou dont ils ont connaissance. Ce décret détermine également les conditions d’application du présent article.
