Article L521-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Any foreign national present on French territory and wishing to apply for asylum shall present himself in person to the competent administrative authority, which shall register his application and proceed, under conditions laid down by decree in the Council of State, to determine the State responsible pursuant to Regulation (EU) No 604/2013 of the European Parliament and of the Council, of 26 June 2013, establishing the criteria and mechanisms for determining the Member State responsible for examining an application for international protection lodged in one of the Member States by a third-country national or a stateless person, or pursuant to commitments identical to those provided for in the same Regulation.

Article L521-1

Tout étranger présent sur le territoire français et souhaitant demander l’asile se présente en personne à l’autorité administrative compétente qui enregistre sa demande et procède, dans des conditions fixées par décret en Conseil d’Etat, à la détermination de l’Etat responsable en application du règlement (UE) n° 604/2013 du Parlement européen et du Conseil, du 26 juin 2013, établissant les critères et mécanismes de détermination de l’Etat membre responsable de l’examen d’une demande de protection internationale introduite dans l’un des Etats membres par un ressortissant de pays tiers ou un apatride, ou en application d’engagements identiques à ceux prévus par le même règlement.
