Article L5211-3 of the French Labour Code

The aim of the regional programme for access to training and vocational qualifications for people with disabilities is to meet their skills development needs in order to facilitate their integration into the labour market.

It identifies and quantifies needs based on the diagnosis included in the regional plan for the integration of disabled workers defined in article L. 5211-5 and the analysis contained in the regional plan contract for the development of vocational training and guidance defined in I of article L. 214-13 of the Education Code.

It promotes the efficient use of the various schemes by facilitating coordination between mainstream training organisations and organisations specially designed to compensate for the consequences of disability or to repair the harm done.

It is submitted to the regional employment, training and vocational guidance committee for its opinion.

The social and medico-social establishments and services for rehabilitation, pre-orientation and vocational re-education mentioned in b of 5° of I of article L. 312-1 of the code de l’action sociale et des familles participate in the regional public vocational training service within the framework of the regional programme.

Article L5211-3

Le programme régional d’accès à la formation et à la qualification professionnelle des personnes handicapées a pour objectif de répondre à leurs besoins de développement de compétences afin de faciliter leur insertion professionnelle.

Il recense et quantifie les besoins en s’appuyant sur le diagnostic intégré dans le plan régional pour l’insertion des travailleurs handicapés défini à l’article L. 5211-5 et l’analyse contenue dans le contrat de plan régional de développement des formations et de l’orientation professionnelles défini au I de l’article L. 214-13 du code de l’éducation.

Il favorise l’utilisation efficiente des différents dispositifs en facilitant la coordination entre les organismes de formation ordinaires et les organismes spécialement conçus pour la compensation des conséquences du handicap ou la réparation du préjudice.

Il est soumis pour avis au comité régional de l’emploi, de la formation et de l’orientation professionnelles.

Les établissements et services sociaux et médico-sociaux de réadaptation, de préorientation et de rééducation professionnelle mentionnés au b du 5° du I de l’article L. 312-1 du code de l’action sociale et des familles participent au service public régional de la formation professionnelle dans le cadre du programme régional.
