Article L531-12 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The French Office for the Protection of Refugees and Stateless Persons will summon the asylum seeker to a personal interview by any means guaranteeing confidentiality and personal receipt of this summons. It may dispense with this in the following situations:
1° It is preparing to take a decision recognising the applicant as a refugee on the basis of the information in its possession;
2° Medical reasons, lasting and beyond the control of the person concerned, prevent the interview from taking place.

Article L531-12

L’Office français de protection des réfugiés et apatrides convoque le demandeur d’asile à un entretien personnel par tout moyen garantissant la confidentialité et la réception personnelle de cette convocation. Il peut s’en dispenser dans les situations suivantes :
1° Il s’apprête à prendre une décision reconnaissant au demandeur la qualité de réfugié à partir des éléments en sa possession ;
2° Des raisons médicales, durables et indépendantes de la volonté de l’intéressé interdisent de procéder à l’entretien.
