Article L5411-1 of the French General Code of Local Authorities

Two or more departmental councils may initiate between themselves, through their presidents, an agreement on objects of departmental utility included in their attributions and which interest both their respective departments.

They may enter into agreements with each other, for the purpose of undertaking or maintaining at common expense works or institutions of common utility.

Deux ou plusieurs conseils départementaux peuvent provoquer entre eux, par l’entremise de leurs présidents, une entente sur les objets d’utilité départementale compris dans leurs attributions et qui intéressent à la fois leurs départements respectifs.

Ils peuvent passer entre eux des conventions, à l’effet d’entreprendre ou de conserver à frais communs des ouvrages ou des institutions d’utilité commune.
