Unless there are compelling reasons of national security or public order, a foreign national holding a valid residence permit who has been recognised as a refugee pursuant to article L. 511-1 and who is still under the protection of the French Office for the Protection of Refugees and Stateless Persons may be issued with a travel document called a “refugee travel document” authorising him/her to travel outside French territory. This document allows the holder to apply to travel to any State, excluding the State or States in relation to which their fear of persecution has been recognised as well-founded pursuant to the same article L. 511-1.
