Article L581-5 of the French Code governing the entry and residence of foreign nationals and the right of asylum

A foreign national may be excluded from temporary protection in the following cases:
1° There is serious or concordant evidence making it likely that he or she may have committed a crime against peace, a war crime, a crime against humanity or a serious non-political crime committed outside French territory, before being admitted as a beneficiary of temporary protection, or that he or she has been guilty of acts contrary to the aims and principles of the United Nations;
2° His or her presence in France constitutes a threat to public order, public security or State security.

Un étranger peut être exclu du bénéfice de la protection temporaire dans les cas suivants :
1° Il existe des indices graves ou concordants rendant vraisemblable qu’il ait pu commettre un crime contre la paix, un crime de guerre, un crime contre l’humanité ou un crime grave de droit commun commis hors du territoire français, avant d’y être admis en qualité de bénéficiaire de la protection temporaire, ou qu’il s’est rendu coupable d’agissements contraires aux buts et aux principes des Nations unies ;
2° Sa présence en France constitue une menace pour l’ordre public, la sécurité publique ou la sûreté de l’Etat.
