Article L621-4 of the French Code governing the entry and residence of foreign nationals and the right of asylum

A decision to surrender to the competent authorities of a Member State of the European Union may be taken in the case of a foreign national holding a valid EU long-term resident permit granted by that State who is residing illegally on French territory.
The conditions for the application of this article are determined by decree in the Conseil d’Etat.

Peut faire l’objet d’une décision de remise aux autorités compétentes d’un Etat membre de l’Union européenne l’étranger, détenteur d’un titre de résident de longue durée – UE en cours de validité accordé par cet Etat, en séjour irrégulier sur le territoire français.
Les conditions d’application du présent article sont déterminées par décret en Conseil d’Etat.
