Article L7153-3-1 of the French General Code of Local Authorities

The territorial collectivity of French Guiana may join, as a member or associate member, a regional development bank or a financing institution of which France is a regional member, associate member or shareholder. On a proposal from the President of the Assembly of French Guiana, the territorial collectivity of French Guiana may ask the authorities of the Republic to authorise its President to negotiate and sign any instrument tending towards this membership and participation in the capital of this bank or financing institution, under the conditions provided for in Article L. 7153-3.

Article L7153-3-1

La collectivité territoriale de Guyane peut adhérer, en qualité de membre ou de membre associé, à une banque régionale de développement ou à une institution de financement dont la France est membre régional, membre associé ou participante au capital. Sur proposition du président de l’assemblée de Guyane, la collectivité territoriale de Guyane peut demander aux autorités de la République d’autoriser son président à négocier et à signer tout instrument tendant à cette adhésion et à la participation au capital de cette banque ou institution de financement, dans les conditions prévues à l’article L. 7153-3.
