Article L7153-3 of the French General Code of Local Authorities

In areas of State competence, the authorities of the Republic may empower the president of the assembly of French Guyana to negotiate and sign agreements with one or more States or territories neighbouring French Guyana, with one or more States or territories of the Caribbean or located on the American continent in the vicinity of the Caribbean or with regional bodies, including regional bodies dependent on the institutions of the United Nations.

In the event that the first paragraph of this article is not applied, the President of the Assembly of French Guyana or his representative may be associated or participate, within the French delegation, in the negotiation of agreements of the same nature. He shall be associated or participate, within the French delegation, in the negotiation of the draft agreements referred to in the first paragraph of Article L. 7153-1.

The President of the Assembly of French Guyana may be appointed by the authorities of the Republic to represent them within the regional bodies falling within the categories mentioned in the first paragraph of this article. The authorities of the Republic shall provide him with the necessary instructions and powers.

Dans les domaines de compétence de l’Etat, les autorités de la République peuvent délivrer pouvoir au président de l’assemblée de Guyane pour négocier et signer des accords avec un ou plusieurs Etats ou territoires voisins de la Guyane, avec un ou plusieurs Etats ou territoires de la Caraïbe ou situés sur le continent américain au voisinage de la Caraïbe ou avec des organismes régionaux, y compris des organismes régionaux dépendant des institutions des Nations unies.

Dans le cas où il n’est pas fait application du premier alinéa du présent article, le président de l’assemblée de Guyane ou son représentant peut être associé ou participer, au sein de la délégation française, aux négociations d’accords de même nature. Il est associé ou participe, au sein de la délégation française, à la négociation des projets d’accord visés au premier alinéa de l’article L. 7153-1.

Le président de l’assemblée de Guyane peut être chargé par les autorités de la République de les représenter au sein des organismes régionaux relevant des catégories mentionnées au premier alinéa du présent article. Les autorités de la République le munissent des instructions et pouvoirs nécessaires.
