Article L7153-4 of the French General Code of Local Authorities

In the areas of competence of the territorial collectivity of French Guiana, the assembly of French Guiana may, by deliberation, request the authorities of the Republic to authorise its president to negotiate, in compliance with the international commitments of the Republic, agreements with one or more States, territories or regional bodies mentioned in article L. 7153-3.

When this authorisation is granted, the authorities of the Republic are, at their request, represented at the negotiations.

At the end of the negotiation, the draft agreement is submitted to the deliberation of the Assembly of French Guyana for acceptance. The authorities of the Republic may then, subject to compliance with its international commitments, give power to the President of the Assembly of French Guiana for the purposes of signing the agreement.

Article L7153-4

Dans les domaines de compétence de la collectivité territoriale de Guyane, l’assemblée de Guyane peut, par délibération, demander aux autorités de la République d’autoriser son président à négocier, dans le respect des engagements internationaux de la République, des accords avec un ou plusieurs Etats, territoires ou organismes régionaux mentionnés à l’article L. 7153-3.

Lorsque cette autorisation est accordée, les autorités de la République sont, à leur demande, représentées à la négociation.

A l’issue de la négociation, le projet d’accord est soumis à la délibération de l’assemblée de Guyane pour acceptation. Les autorités de la République peuvent ensuite donner, sous réserve du respect des engagements internationaux de celle-ci, pouvoir au président de l’assemblée de Guyane aux fins de signature de l’accord.
