Article L721-1 of the French Monetary and Financial Code

In Guadeloupe, French Guiana, Martinique, Mayotte, Reunion Island, and the collectivities of Saint-Barthélemy, Saint-Martin and Saint-Pierre-et-Miquelon, the monetary signs that are legal tender and in full discharge of their liabilities are those that are legal tender and in full discharge of their liabilities in mainland France.
Banknotes are issued by the Banque de France under the conditions set out in Articles L. 122-1 and L. 141-5. Metallic coins are put into circulation under the conditions set out in article L. 721-8.

En Guadeloupe, en Guyane, en Martinique, à Mayotte, à La Réunion, ainsi que dans les collectivités de Saint-Barthélemy, de Saint-Martin et de Saint-Pierre-et-Miquelon, les signes monétaires ayant cours légal et pouvoir libératoire sont ceux qui ont cours légal et libératoire en France métropolitaine.
Les billets sont émis par la Banque de France dans les conditions fixées par les articles L. 122-1 et L. 141-5. Les monnaies métalliques sont mises en circulation dans les conditions fixées par l’article L. 721-8.
