Article L7227-38 of the French General Code of Local Authorities

Honorary office is conferred by the representative of the State in the territorial collectivity of Martinique on former councillors to the Assembly of Martinique who have exercised their elective functions for at least fifteen years. In this case, the functions of president of the executive council or executive councillor are assimilated to the mandate of councillor to the assembly of Martinique.

Honorary office may only be refused or withdrawn by the representative of the State if the person concerned has been the subject of a conviction leading to ineligibility.

Honorary office is not accompanied by any financial benefit chargeable to the budget of the territorial collectivity of Martinique.

L’honorariat est conféré par le représentant de l’Etat dans la collectivité territoriale de Martinique aux anciens conseillers à l’assemblée de Martinique qui ont exercé leurs fonctions électives pendant quinze ans au moins. Dans ce cas, les fonctions de président du conseil exécutif ou de conseiller exécutif sont assimilées au mandat de conseiller à l’assemblée de Martinique.

L’honorariat ne peut être refusé ou retiré par le représentant de l’Etat que si l’intéressé a fait l’objet d’une condamnation entraînant l’inéligibilité.

L’honorariat n’est assorti d’aucun avantage financier imputable sur le budget de la collectivité territoriale de Martinique.
