Article L7324-1 of the French General Code of Local Authorities

The Congress of Elected Representatives may be referred to by the assembly of the territorial authority, under the conditions set out in Article L. 7323-1, any proposal for institutional change and any proposal relating to new transfers of powers from the State to the territorial authority.

It deliberates on the basis of its agenda and may adopt proposals by a majority of the members present or represented.

Le congrès des élus peut être saisi par l’assemblée de la collectivité territoriale, dans les conditions fixées à l’article L. 7323-1, de toute proposition d’évolution institutionnelle et de toute proposition relative à de nouveaux transferts de compétences de l’Etat vers la collectivité territoriale.

Il délibère sur la base de son ordre du jour et peut adopter des propositions à la majorité des membres présents ou représentés.
