Article L733-14 of the French Code governing the entry and residence of foreign nationals and the right of asylum

A foreign national sentenced to deportation from French territory for acts of terrorism under Title II of Book IV of the Criminal Code, or subject to a deportation order issued for behaviour related to terrorist activities, and who is placed under house arrest pursuant to 6° or 7° of article L. 731-3 or article L. 731-4 may be placed under mobile electronic surveillance.
This placement is ordered by the administrative authority, with the foreign national’s agreement, for a period of three months. This initial period may be extended for the same length of time, provided that the total duration of the placement does not exceed two years. In the absence of an extension, the placement under mobile electronic surveillance will be terminated.
For the entire duration of the placement, the foreign national will be required to wear a device incorporating a transmitter enabling his or her location throughout France to be determined remotely at any time.
The implementation of the technical device enabling remote monitoring may be entrusted to an authorised private-law person under conditions laid down by decree in the Conseil d’Etat.
During the period of placement, the administrative authority may, of its own motion or at the request of the foreign national, amend or supplement the obligations resulting from the said placement.

Article L733-14

L’étranger condamné à une peine d’interdiction du territoire français pour des actes de terrorisme prévus par le titre II du livre IV du code pénal, ou faisant l’objet d’une décision d’expulsion prononcée pour un comportement lié à des activités à caractère terroriste, et qui est assigné à résidence en application des 6° ou 7° de l’article L. 731-3 ou de l’article L. 731-4 peut être placé sous surveillance électronique mobile.
Ce placement est prononcé par l’autorité administrative, après accord de l’étranger, pour une durée de trois mois. Cette durée initiale peut être prolongée pour une même durée sans que la durée totale du placement dépasse deux ans. A défaut de prolongation, il est mis fin au placement sous surveillance électronique mobile.
Pendant toute la durée du placement, l’étranger est astreint au port d’un dispositif intégrant un émetteur permettant à tout moment de déterminer à distance sa localisation sur l’ensemble du territoire national.
La mise en œuvre du dispositif technique permettant le contrôle à distance peut être confiée à une personne de droit privé habilitée dans des conditions fixées par décret en Conseil d’Etat.
Pendant la durée du placement, l’autorité administrative peut, d’office ou à la demande de l’étranger, modifier ou compléter les obligations résultant dudit placement.
