Article L821-9 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Where the foreign national disembarking in France is a minor without legal representation, the sum of 10,000 euros must be immediately deposited with the official, mentioned in the first paragraph of article L. 821-12, who drew up the official report recording the transport company’s failure to comply with its obligations. All or part of this sum is returned to the company depending on the amount of the fine subsequently imposed by the administrative authority.
If the company fails to deposit the sum, the fine is increased to €20,000.
The conditions for this deposit and its possible return, in particular the maximum period within which this return must be made, are set by decree in the Conseil d’Etat.

Article L821-9

Lorsque l’étranger débarqué en France est un mineur sans représentant légal, la somme de 10 000 euros doit être immédiatement consignée auprès de l’agent, mentionné au premier alinéa de l’article L. 821-12, ayant établi le procès-verbal constatant le manquement de l’entreprise de transport à ses obligations. Tout ou partie de cette somme est restituée à l’entreprise selon le montant de l’amende prononcée ultérieurement par l’autorité administrative.
Si l’entreprise ne consigne pas la somme, le montant de l’amende est porté à 20 000 euros.
Les conditions de cette consignation et de son éventuelle restitution, en particulier le délai maximal dans lequel cette restitution doit intervenir, sont fixées par décret en Conseil d’Etat.
