Article LO6221-22 of the French General Code of Local Authorities

At least twelve clear days before the meeting of the Territorial Council, the President shall send the Territorial Councillors and the members of the Economic, Social, Cultural and Environmental Council the draft deliberations as adopted by the Executive Council as well as a report, in whatever form, on each of the matters submitted to them.

Where applicable, the President also sends the territorial councillors the opinion issued by the Economic, Social, Cultural and Environmental Council.

Without prejudice to Article LO 6221-20, in urgent cases, the period provided for in the first paragraph of this Article may be shortened by the President, but may not be less than one clear day.

The President reports at the opening of the Territorial Council meeting, which decides on the urgency and may decide to refer the discussion, in whole or in part, to the agenda of a subsequent meeting.

Douze jours francs au moins avant la réunion du conseil territorial, le président adresse aux conseillers territoriaux et aux membres du Conseil économique, social, culturel et environnemental les projets de délibération tels qu’arrêtés par le conseil exécutif ainsi qu’un rapport, sous quelque forme que ce soit, sur chacune des affaires qui leur sont soumises.

S’il y a lieu, le président adresse également aux conseillers territoriaux l’avis rendu par le Conseil économique, social, culturel et environnemental.

Sans préjudice de l’article LO 6221-20, en cas d’urgence, le délai prévu au premier alinéa du présent article peut être abrégé par le président, sans pouvoir être inférieur à un jour franc.

Le président rend compte dès l’ouverture de la séance du conseil territorial, qui se prononce sur l’urgence et peut décider le renvoi de la discussion, pour tout ou partie, à l’ordre du jour d’une séance ultérieure.
