Article LO7311-4 of the French General Code of Local Authorities

The deliberation provided for in Article LO 7311-2 shall be transmitted to the Prime Minister and to the representative of the State in the territorial collectivity.

When it relates to the adaptation of a legislative provision, it is forwarded to the National Assembly and the Senate by the Prime Minister, together with his observations where appropriate.

It is published in the Journal Officiel in the month following the expiry of the period for appeal provided for in article LO 7311-5 or the date on which the deliberation becomes enforceable pursuant to this same article. It enters into force on the day following its publication.

La délibération prévue à l’article LO 7311-2 est transmise au Premier ministre ainsi qu’au représentant de l’Etat dans la collectivité territoriale.

Lorsqu’elle porte sur l’adaptation d’une disposition législative, elle est transmise à l’Assemblée nationale et au Sénat par le Premier ministre, assortie le cas échéant de ses observations.

Elle est publiée au Journal officiel dans le mois suivant l’expiration du délai de recours prévu à l’article LO 7311-5 ou la date à laquelle la délibération devient exécutoire en application de ce même article. Elle entre en vigueur le lendemain de sa publication.
