The Conférence nationale des services d’incendie et de secours is made up of forty-three full members appointed by order of the minister in charge of civil protection as follows:
a) One Member of Parliament, nominated by the President of the National Assembly;
> One Senator, nominated by the President of the National Assembly
b) One senator, nominated by the President of the Senate;
> c) Seventeen departmental councillors, nominated by the President of the National Assembly
c) Seventeen departmental, metropolitan or regional councillors who are chairmen or vice-chairmen of fire and rescue service boards, nominated by the chairman of the Assemblée des départements de France;
> d) Five mayors elected to the boards of fire and rescue services, nominated by the chairman of the Assemblée des départements de France;
e) One member of the French National Assembly
d) Five mayors elected to the boards of directors of the fire and rescue services, nominated by the chairman of the Association des maires de France;
> e) Twelve representatives of the fire brigade, nominated by the chairman of the Association des maires de France
e) Twelve representatives of professional and volunteer firefighters:
-four of whom must be volunteer firefighters, on a proposal from the president of the Fédération nationale des sapeurs-pompiers de France;
> -one representative for each of the eight organisations representing professional and volunteer firefighters, on a proposal from the president of the Fédération nationale des sapeurs-pompiers de France.
-one representative for each of the eight trade union organisations of professional firefighters that came out on top, in terms of number of seats, in the elections for the territorial social committees of the departmental and territorial fire and rescue services;
f) One departmental director of the fire and rescue services, on a proposal from the president of the national association of departmental directors and deputy departmental directors of the fire and rescue services;
g) Six representatives of the State:
-the Director General of Civil Protection and Crisis Management;
> -the Director General of Local Authorities
the Director General of Local Authorities;
> -the Head of the Inspectorate General of Local Authorities
-the head of the general inspectorate for civil protection;
-the director of the Ecole nationale supérieure des officiers de sapeurs-pompiers;
a local prefect appointed by the minister responsible for civil protection;
> – a chief of staff from the fire service
-an interministerial chief of staff for the defence and security zone appointed by the minister responsible for civil protection.
With the exception of the first four representatives of the State mentioned in g of this article, who may be represented, an alternate is appointed, under the same conditions, for each full member.
