Article R1115-11 of the French General Code of Local Authorities

The qualified persons mentioned in article R. 1115-8 are appointed for a renewable term of three years by decree of the Prime Minister, two of which are proposed by the Minister of Foreign Affairs, one by the Minister of the Interior and one by the Minister responsible for decentralisation.
