The National Commission for Decentralised Cooperation provided for in Article L. 1115-6 is chaired by the Prime Minister or, in his absence, by the Minister of Foreign Affairs.
It meets at least twice a year.
In addition to its chairman, it comprises forty-four members, including:
1° Fourteen representatives of local and regional authorities and associations whose purpose relates to the external action of local and regional authorities and fourteen representatives of the State, who have the right to vote;
2° Twelve representatives of public establishments, associations or bodies whose activity relates to the external action of local and regional authorities or the French-speaking world, who have the right to vote in an advisory capacity, appointed by order of the Minister of Foreign Affairs;
3° Four personalities qualified in the field of local development and international cooperation, who have the right to vote in an advisory capacity.
A vice-chairman is appointed by the Prime Minister from among the representatives of the local and regional authorities mentioned in I of article R. 1115-9 on their proposal.
