Article R112-1 of the French Consumer Code

The request from the professional referred to in the first paragraph of article L. 112-5 is sent or filed by any means that provides proof of its date of receipt with the administrative authority responsible for competition, consumer affairs and fraud control in the region where the applicant has its registered office or place of business.
Where the applicant’s registered office is located outside the national territory, the application is sent or lodged by the same means to the administrative authority responsible for competition, consumer affairs and fraud control competent for the whole of the national territory.
An order of the Minister responsible for the economy specifies the procedures for submitting the application and the authorities competent to examine it.

La demande du professionnel mentionnée au premier alinéa de l’article L. 112-5 est adressée ou déposée par tout moyen permettant d’apporter la preuve de sa date de réception à l’autorité administrative chargée de la concurrence, de la consommation et de la répression des fraudes compétente dans la région où le demandeur a établi son siège social ou son établissement.
Lorsque le siège social du demandeur est établi en dehors du territoire national, la demande est adressée ou déposée par les mêmes moyens à l’autorité administrative chargée de la concurrence, de la consommation et de la répression des fraudes compétente pour l’ensemble du territoire national.
Un arrêté du ministre chargé de l’économie précise les modalités de dépôt de la demande ainsi que les autorités compétentes pour l’examiner.
