I.-The Conférence des financeurs du sport is made up of four colleges.
1° The college of State representatives comprises :
a) The Regional Prefect or his representative;
b) The Regional Academic Rector or his representative;
c) The Regional Academic Delegate for Youth, Commitment and Sport or his representative;
d) The Director General of the Regional Health Agency or his representative;
e) The Regional Director for Business, Competition, Consumer Affairs, Labour and Employment or his representative;
f) The directors of the region’s sports resource, expertise and performance centres, or their representatives;
g) A president or general manager of a higher education establishment governed by Book VII of the Education Code, appointed by the rector of the academic region, or their representative;
2° The college of representatives of local authorities and public establishments for inter-communal cooperation comprises :
a) One representative appointed by the region;
b) One representative appointed by each département within the geographical scope of the Conference of Funding Bodies for Sport;
c) Three representatives of the municipalities within the geographical scope of the Conference of Funding Bodies for Sport, appointed by the Association of French Mayors, including one in agreement with the National Association of Elected Representatives in charge of Sport;
d) One representative of the public establishments for inter-communal cooperation within the geographical perimeter of the conférence des financeurs du sport, with competence in sport, appointed by the Association des maires de France;
e) One representative appointed by each metropolitan area and each urban community with competence in sport which has its headquarters within the geographical perimeter of the conférence des financeurs du sport;
3° The college of representatives of the sporting movement comprises :
a) Two representatives appointed by the French Regional Olympic and Sports Committee, including one from a French Departmental Olympic and Sports Committee in the region;
b) One representative appointed by the French Paralympic and Sports Committee;
c) Two representatives of approved sports federations within the meaning of article L. 131-8 constituted to organise the practice of a single sporting discipline or related Olympic disciplines, one of which is a delegate within the meaning ofarticle L. 131-14 of the Sports Code for the homologous Paralympic discipline, one representative of an approved affinity or multisport sports federation, also affiliated to the French Paralympic and Sports Committee, and one representative of a federation set up to organise the practice of a single sport discipline or related non-Olympic disciplines;
d) One representative appointed by the National Association of Professional Sports Leagues.
The representatives mentioned in c are appointed by the French Regional Olympic and Sports Committee, in agreement with the French Paralympic and Sports Committee for the appointment of the representatives of the sports federations affiliated to it.
4° The college of representatives of other natural and legal persons with an interest in the development of sport and professional organisations representing economic players comprises :
a) A representative, appointed by the Mouvement des Entreprises de France, from its local or, failing that, national bodies;
b) A representative, appointed by the Confédération des Petites et Moyennes Entreprises, from its local or, failing that, national bodies;
c) A representative, appointed by the Union des Entreprises de Proximité, from its local or, failing that, national bodies;
d) A representative, appointed by the Union sport et cycle, from its local or, failing that, national bodies;
e) A representative, appointed by the Conseil social du mouvement sportif, from its local or, failing that, national bodies;
f) A representative appointed by the relevant chamber of commerce and industry.
II.The members of the Conférence des financeurs du sport other than those mentioned in a to f of 1° are appointed for a period of five years, renewable once. An alternate member is appointed under the same conditions for each of them.
If the seat of a full or alternate member of the conference falls vacant for any reason whatsoever, he or she is replaced under the same conditions, within one month of the vacancy occurring, for the remainder of the term of office.
The internal regulations set out the conditions under which the list of members and alternates is kept up to date.
III – The Agence Nationale du Sport (French National Sports Agency) participates in the work of the Conference in accordance with the procedures determined by its territorial delegate.
