Article R121-2 of the French Code of civil enforcement procedures

Unless otherwise provided, the enforcement judge with territorial jurisdiction, at the choice of the applicant, is that of the place where the debtor resides or that of the place where the measure is enforced. Where a claim has been brought before one of these courts, it may not be brought before the other.
If the debtor lives abroad or if his place of residence is unknown, the competent court is that of the place of enforcement of the measure.

A moins qu’il n’en soit disposé autrement, le juge de l’exécution territorialement compétent, au choix du demandeur, est celui du lieu où demeure le débiteur ou celui du lieu d’exécution de la mesure. Lorsqu’une demande a été portée devant l’un de ces juges, elle ne peut l’être devant l’autre.
Si le débiteur demeure à l’étranger ou si le lieu où il demeure est inconnu, le juge compétent est celui du lieu d’exécution de la mesure.
