Article R1211-5 of the French General Code of Local Authorities

The mayors’ representatives are elected by the College of French Mayors, by a one-round majority list ballot, with complete lists submitted without the addition or deletion of names and without changing the order of presentation.

The list must include at least:

a) One mayor from the overseas departments or Mayotte;

b) One mayor from New Caledonia or French Polynesia;

c) One mayor from a tourist commune within the meaning of article L. 133-11 of the Tourism Code;

d) Three mayors of communes with fewer than 2,000 inhabitants;

e) One mayor of a commune located in a mountain area;

f) One mayor of a commune located in a coastal area.

Les représentants des maires sont élus par le collège des maires de France, au scrutin majoritaire de liste à un tour, avec dépôt de listes complètes sans adjonction ni suppression de noms et sans modification de l’ordre de présentation.

La liste doit comprendre au moins :

a) Un maire des départements d’outre-mer ou de Mayotte ;

b) Un maire de la Nouvelle-Calédonie ou de la Polynésie française ;

c) Un maire de commune touristique au sens de l’article L. 133-11 du code du tourisme ;

d) Trois maires de communes de moins de 2 000 habitants ;

e) Un maire de commune située en zone de montagne ;

f) Un maire de commune située en zone littorale.
