Article R1213-4 of the French General Code of Local Authorities

The five representatives of the public establishments of inter-municipal cooperation with their own tax status and their alternates are elected by the college of presidents of public establishments of inter-municipal cooperation with their own tax status, by a one-round majority list ballot, with the submission of complete lists, without adding or deleting names and without changing the order of presentation.

The list is composed alternately of one candidate of each sex.

It shall include a majority of elected representatives exercising the executive functions of president or vice-president within the public establishments of inter-municipal cooperation with their own tax status.

Les cinq représentants des établissements publics de coopération intercommunale à fiscalité propre et leurs suppléants sont élus par le collège des présidents d’établissements publics de coopération intercommunale à fiscalité propre, au scrutin majoritaire de liste à un tour, avec dépôt de listes complètes, sans adjonction ni suppression de noms et sans modification de l’ordre de présentation.

La liste est composée alternativement d’un candidat de chaque sexe.

Elle comporte une majorité d’élus exerçant au sein des établissements publics de coopération intercommunale à fiscalité propre les fonctions exécutives de président ou de vice-président.
