Article R1232-1 of the French General Code of Local Authorities

The Board of Directors is made up of thirty-three members with voting rights. In addition to two deputies and two senators, it comprises:

An alternate is appointed for members other than Members of Parliament in accordance with the same procedures as for full members.
In addition to a representative of the Agence nationale pour la rénovation urbaine, a representative of the Agence nationale de l’habitat, a representative of the Agence de l’environnement et de la maîtrise de l’énergie and a representative of the Centre d’études et d’expertise sur les risques, l’environnement, la mobilité et l’aménagement, The Managing Director of the Agence nationale de la cohésion des territoires, the institution’s budget controller and accounting officer, as well as the Director General of Local Authorities, Government Commissioner, or his representative, attend the Board in an advisory capacity, as do the qualified persons mentioned in the third paragraph of II of Article L. 1232-1, a member of the Economic, Social and Environmental Council appointed by its chairman and a member of a citizens’ council provided for in the article 7 of Law no. 2014-173 of 21 February 2014 programming for the city and urban cohesion appointed by the minister responsible for regional planning.

Any person whose presence the Chairman deems useful may also attend.

Le conseil d’administration est composé de trente-trois membres avec voix délibérative. Outre deux députés et deux sénateurs, il comprend :

3° Dix représentants des collectivités territoriales et de leurs groupements dont au moins un élu représentant une collectivité d’outre-mer :

a) Un représentant nommé après consultation de l’Association des maires de France ;

b) Un représentant nommé après consultation de l’Assemblée des communautés de France ;

c) Un représentant nommé après consultation de l’Assemblée des départements de France ;

d) Un représentant nommé après consultation de l’Association Régions de France ;

e) Un représentant nommé après consultation de l’Association Villes de France ;

f) Un représentant nommé après consultation de l’association des maires ruraux de France ;

g) Un représentant nommé après consultation de l’association Villes et banlieues ;

4° Deux représentants du personnel, élus selon des modalités fixées par arrêté du ministre chargé de l’aménagement du territoire.

Un suppléant est désigné pour les membres autres que les parlementaires selon les mêmes modalités que pour les membres titulaires.

Outre un représentant de l’Agence nationale pour la rénovation urbaine, un représentant de l’Agence nationale de l’habitat, un représentant de l’Agence de l’environnement et de la maîtrise de l’énergie et un représentant du Centre d’études et d’expertise sur les risques, l’environnement, la mobilité et l’aménagement, assistent au conseil avec voix consultative le directeur général de l’Agence nationale de la cohésion des territoires, le contrôleur budgétaire et l’agent comptable de l’établissement ainsi que le directeur général des collectivités locales, commissaire du Gouvernement, ou son représentant et, au titre des personnalités qualifiées mentionnées au troisième alinéa du II de l’article L. 1232-1, un membre du Conseil économique, social et environnemental désigné par son président et un membre d’un conseil citoyen prévu à l’article 7 de la loi n° 2014-173 du 21 février 2014 de programmation pour la ville et la cohésion urbaine nommé par le ministre chargé de l’aménagement du territoire.
