Article R131-5 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Decisions relating to the management and administration of the staff of the National Court of Asylum are taken, subject to the reservations set out in article R. 121-13 of the Code of Administrative Justice, by the Vice-President of the Council of State on the proposal of the President of the Court.
The vice-president may, by decree, delegate his powers to the president of the court for management acts that are not subject to the prior opinion of the joint administrative commissions.
For acts that are not the subject of this delegation of powers, he may delegate his signature under the conditions provided for in the second paragraph of article R. 131-3.

Les actes relatifs à la gestion et à l’administration des personnels de la Cour nationale du droit d’asile sont pris sous les réserves prévues par l’article R. 121-13 du code de justice administrative par le vice-président du Conseil d’Etat sur proposition du président de la cour.
Le vice-président peut, par arrêté, déléguer ses pouvoirs au président de la cour pour les actes de gestion qui ne sont pas soumis à l’avis préalable des commissions administratives paritaires.
Pour les actes qui ne font pas l’objet de cette délégation de pouvoir, il peut déléguer sa signature dans les conditions prévues au deuxième alinéa de l’article R. 131-3.
