Article R1313-19 of the French Public Health Code

The Chief Executive represents the institution in legal proceedings and in all civil acts. He enters into contracts and agreements, purchases and sales and transactions on behalf of the institution, subject to the powers conferred on the Board of Directors by article R. 1313-14 and within the limits set by the Board of Directors.
