Article R1322-52 of the French Public Health Code

Thermal establishments are establishments which use water from one or more duly authorised mineral sources or its by-products: mud or gas, on site or by direct supply, for the internal or external treatment of patients.

The general organisation, the staff, the equipment and all the services of a thermal establishment must be in line with its actual capacity for use, i.e. the maximum number of people who can normally be treated there in the course of a single day, depending on the size of the establishment, its supply of mineral water or its derivatives and the rhythm of this supply.

Sont considérés comme établissements thermaux, les établissements qui utilisent sur place ou par adduction directe, pour le traitement interne ou externe des malades, l’eau d’une ou plusieurs sources minérales régulièrement autorisées ou ses dérivés : boues ou gaz.

L’organisation générale, le personnel, le matériel et tous les services d’un établissement thermal doivent être fonction de sa capacité réelle d’utilisation, c’est-à-dire du nombre maximum de personnes pouvant y être normalement traités au cours d’une même journée, selon l’importance de l’établissement, son alimentation en eaux minérales ou leurs dérivés et le rythme de cette alimentation.
