The public database mentioned in article L. 134-2 is called the “Register of unavailable books of the 20th century”. It is open to public consultation via the Bibliothèque nationale de France’s online public access service. A new list of unavailable books is added on 21 March each year, if that is a working day, or on the first working day thereafter.
The list of unavailable books is drawn up by a scientific committee reporting to the President of the Bibliothèque nationale de France and made up of a majority of equal numbers of representatives of authors and publishers. The composition and operation of this committee are determined by order of the Minister of Culture.
The data and information associated with each unavailable book are listed in the annex to this article. This data and information is taken from the bibliographic databases published by the Bibliothèque nationale de France and by the professional organisations in the book sector.
