A commission to examine draft federal regulations relating to sports facilities is set up under the authority of the Minister for Sport.
This commission is consulted on all draft regulations of a delegating federation relating to sports facilities required to host competitions, drawn up under the conditions set out in article L. 131-16.
The Commission comprises :
1° The Director of Sport or his representative;
2° A representative of the decentralised government departments responsible for sport, appointed by the Minister of Sport;
3° Four representatives appointed, respectively, on the recommendation of the Ministers of the Budget, Disabled Persons, Ecology and Local Authorities;
4° A representative of the Association of French Regions, appointed by its President;
5° One representative of the Assemblée des départements de France, appointed by its president;
6° Three representatives of municipalities and their groupings appointed by the president of the Association des maires de France, including at least one representative of public establishments for inter-municipal cooperation and one representative of rural municipalities within the meaning of article D. 3334-8-1 of the Code général des collectivités territoriales;
7° An elected member of the Conseil national d’évaluation des normes provided for in article L. 1212-1 of the General Local Authorities Code, appointed by its chairman;
8° The chairman of the French National Olympic and Sports Committee or his representative;
9° The chairman of the French Paralympic and Sports Committee or his representative;
10° Three representatives of sports associations mentioned in article L. 121-1 and one representative of a sports society mentioned in article L. 122-1, appointed by the President of the French Olympic and Sports Committee.
The members of the Commission are appointed by order of the Minister responsible for sport.
The President of the Commission is elected by its members from among the representatives of the local authorities.
In accordance with the conditions laid down in the internal regulations, the Commission may hear any person likely to enlighten its debates.
The Chairman and members of the Commission for the Examination of Draft Federal Regulations relating to Sports Facilities are appointed for a term of five years.
With the exception of the members mentioned in 1°, 8° and 9° above, alternates are appointed at the same time as the full members and in accordance with the same procedures, to replace them in the event of absence or temporary impediment.
The term of office is renewable once.
If the seat of a full or alternate member becomes permanently vacant, for whatever reason, a new representative will be appointed in the same way, for the remainder of the term. If this term is less than two years, the appointment may be renewed twice.
