Article R1423-27 of the French Labour Code

If the General Meeting has not drawn up the rules of procedure within the three-month period provided for in Article R. 1423-25, the rules of procedure shall be prepared by a select committee set up by the Chairman of the Council.
This panel is made up of:
1° The Chairman;
2° The Vice-Chairman;
3° The chairmen and vice-chairmen of each section and, where applicable, each chamber.
The rules drawn up by this panel are enforceable after being approved under the conditions set out in article R. 1423-26.
If, at the end of a period of one month from the date on which it was set up, the panel has not drawn up its rules of procedure, the Chairman of the Council, in agreement with the Vice-Chairman, shall adopt the provisions of these rules.
These rules shall determine the timetable and hours of hearings. These rules shall only be enforceable once they have been approved in accordance with the conditions laid down in article R. 1423-26.

Article R1423-27

Si l’assemblée générale n’a pas établi le règlement intérieur dans le délai de trois mois prévu à l’article R. 1423-25, le règlement intérieur est préparé par une formation restreinte constituée par le président du conseil.
Cette formation est composée :
1° Du président ;
2° Du vice-président ;
3° Des présidents et vice-présidents de chaque section et, s’il y a lieu, de chaque chambre.
Le règlement établi par cette formation est exécutoire après avoir été approuvé dans les conditions prévues à l’article R. 1423-26.
Si, à l’expiration d’un délai d’un mois à compter du jour de sa constitution, la formation n’a pas établi le règlement intérieur, le président du conseil arrête, en accord avec le vice-président, les dispositions de ce règlement.
Ce dernier détermine le calendrier et les horaires des audiences. Ses dispositions ne sont exécutoires qu’après avoir été approuvées dans les conditions prévues à l’article R. 1423-26.
