Article R1424-19 of the French General Code of Local Authorities

The management of the departmental or territorial fire and rescue service comprises:

1° The departmental director of fire and rescue services;

2° The deputy departmental director of fire and rescue services;

3° The chief medical officer of the health subdirectorate;

4° The group heads;

5° The volunteer fire brigade officer, referent for volunteering.

The members of the management mentioned from 1° to 4° are professional fire brigade officers who hold management positions. However, the functions provided for in 4° that do not have an operational purpose may be held by territorial civil servants who do not belong to professional fire brigade officer employment frameworks.

La direction du service départemental ou territorial d’incendie et de secours comprend :

1° Le directeur départemental des services d’incendie et de secours ;

2° Le directeur départemental adjoint des services d’incendie et de secours ;

3° Le médecin-chef de la sous-direction santé ;

4° Les chefs de groupements ;

5° L’officier de sapeurs-pompiers volontaires, référent pour le volontariat.

Les membres de la direction mentionnés du 1° au 4° sont des officiers de sapeurs-pompiers professionnels qui occupent des emplois de direction. Toutefois, les fonctions prévues au 4° qui n’ont pas une vocation opérationnelle peuvent être occupées par des fonctionnaires territoriaux ne relevant pas des cadres d’emplois d’officiers de sapeurs-pompiers professionnels.
