Article R1424-21 of the French General Code of Local Authorities

The officers of the departmental corps, with the exception of those mentioned in the following paragraph, are appointed, in their grades, positions or functions, by joint order of the prefect and the chairman of the board of directors of the fire and rescue service, on the proposal of the departmental director, corps chief.

Officers in the design and management cadre of professional firefighters are appointed to their grades, positions or functions by joint order of the minister in charge of civil protection and the chairman of the board of directors.

When they are not officers, they are appointed by joint order of the minister in charge of civil protection and the chairman of the board of directors.
When they are not officers, the heads of fire and rescue centres are also appointed by joint order of the prefect and the chairman of the board of directors, on the proposal of the departmental director, head of corps.

Les officiers du corps départemental, à l’exception de ceux mentionnés à l’alinéa suivant, sont nommés, dans leurs grades, emplois ou fonctions, par arrêté conjoint du préfet et du président du conseil d’administration du service d’incendie et de secours, sur proposition du directeur départemental, chef de corps.

Les officiers relevant du cadre d’emplois de conception et de direction des sapeurs-pompiers professionnels sont nommés, dans leurs grades, emplois ou fonctions, par arrêté conjoint du ministre chargé de la sécurité civile et du président du conseil d’administration.

Lorsqu’ils ne sont pas officiers, les chefs de centre d’incendie et de secours sont également nommés par arrêté conjoint du préfet et du président du conseil d’administration, sur proposition du directeur départemental, chef de corps.
