Article R1425-5 of the French General Code of Local Authorities

The election to the commission of the representatives of the communes and public establishments for inter-communal cooperation with competence in fire and rescue services is organised by the prefect. The Prefect issues a decree setting out the timetable for the elections and the list of electors, which is made up of the mayors of the department and the chairmen of the said public bodies. These representatives are elected by proportional representation with the highest remainder. No one may be an elector for different categories.

L’élection à la commission des représentants des communes et des établissements publics de coopération intercommunale compétents en matière de secours et de lutte contre l’incendie est organisée par le préfet. Celui-ci fixe par arrêté le calendrier des opérations électorales et la liste des électeurs composée des maires du département et des présidents desdits établissements publics. Ces représentants sont élus au scrutin proportionnel au plus fort reste. Nul ne peut être électeur au titre de catégories différentes.
