Article R1431-8 of the French General Code of Local Authorities

The chairman of the board of directors and, if the articles of association so provide, a vice-chairman are elected by the board of directors from among its members, by a two-thirds majority, for a renewable term of three years, which may not exceed, where applicable, their elective term of office.

The Chairman convenes and chairs the Board of Directors.

He appoints the staff of public establishments for cultural or environmental cooperation of an administrative nature, after consultation with the Director.

He may delegate his signature to the Director.

Le président du conseil d’administration et, si les statuts le prévoient, un vice-président sont élus par le conseil d’administration en son sein, à la majorité des deux tiers, pour une durée de trois ans renouvelable, qui ne peut excéder, le cas échéant, celle de leur mandat électif.

Le président convoque et préside le conseil d’administration.

Il nomme le personnel des établissements publics de coopération culturelle ou environnementale à caractère administratif, après avis du directeur.

Il peut déléguer sa signature au directeur.
