Article R1434-12 of the French Public Health Code

Where permitted by an international framework agreement, the regional health projects of border regional health agencies and regional health agencies in overseas regions organise cooperation on health and medico-social matters with the authorities of the neighbouring country by means of cooperation agreements. To this end, the regional projects of these agencies include objectives and actions that take account of the cross-border dimension in their health and medico-social policies.

When a cooperation agreement mentioned in the first paragraph is intended to meet specific defence needs or must be implemented by the armed forces health service to contribute to health policy, the Minister for Defence is also a signatory.

The regional health and autonomy conference(s) and the territorial health councils concerned are informed of the cooperation agreements mentioned in the first paragraph and of their implementation.

Article R1434-12

Les projets régionaux de santé des agences régionales de santé frontalières et des agences régionales de santé des régions d’outre-mer organisent, lorsqu’un accord cadre international le permet, la coopération sanitaire et médico-sociale avec les autorités du pays voisin par des conventions de coopération. A ce titre, les projets régionaux de ces agences comportent des objectifs et des actions prenant en compte la dimension transfrontalière dans leurs politiques sanitaire et médico-sociale.

Lorsqu’une convention de coopération mentionnée au premier alinéa a pour objectif de répondre à des besoins spécifiques de la défense ou doit être mise en œuvre par le service de santé des armées pour contribuer à la politique de santé, le ministre de la défense en est également signataire.

La ou les conférences régionales de la santé et de l’autonomie ainsi que les conseils territoriaux de santé concernés sont informés des conventions de coopération mentionnées au premier alinéa et de leur mise en œuvre.
