Article R15-21 of the French Code of Criminal Procedure

The creation or abolition of the services referred to in the preceding articles is decided by decree when their territorial jurisdiction exceeds the limits of a department. It shall be decided by order of the Minister of the Interior when their territorial jurisdiction does not exceed these limits.

Their territorial jurisdiction shall be modified according to the same forms.

La création ou la suppression des services visés aux articles précédents est décidée par décret lorsque leur compétence territoriale excède les limites d’un département. Elle est décidée par arrêté du ministre de l’intérieur lorsque leur compétence territoriale n’excède pas ces limites.

Leur compétence territoriale est modifiée selon les mêmes formes.
