Article R1612-36 of the French General Code of Local Authorities

If the regional audit chamber finds that the expenditure is not compulsory or that the appropriations entered are sufficient to cover it, it shall notify its decision, which shall be substantiated, to the author of the request, to the local authority or public body concerned and, if it is not the author of the request, to the representative of the State.

Si la chambre régionale des comptes constate que la dépense n’est pas obligatoire ou que les crédits inscrits sont suffisants pour sa couverture, elle notifie sa décision, qui est motivée, à l’auteur de la demande, à la collectivité ou à l’établissement public concerné et, s’il n’est pas l’auteur de la demande, au représentant de l’Etat.
