Article R1614-78 of the French General Code of Local Authorities

Investments eligible for an allocation under the first part of the special assistance scheme include, on the one hand, investments whose purpose is to construct, renovate, restructure, extend or make accessible as provided for by articles L. 111-7 to L. 111-7-4 of the French Construction and Housing Code under the conditions set out in Articles R. 1614-79 to R. 1614-82, on the other hand, investments for the purpose of equipment under the conditions provided for in Article R. 1614-83.

Eligible for an allocation under the first fraction of the special assistance are the non-perennial operating expenses of municipal, inter-municipal and departmental libraries, whether they are main, sector or annex libraries, under the conditions set out in article L. 1614-10, as specified by this article and articles R. 1614-83 and R. 1614-87.

Projects to extend or change the opening hours of libraries mentioned in 2° of article L. 1614-10 may only receive an allocation under the first fraction of the special assistance for a maximum of five consecutive years.

Sont des investissements éligibles à une attribution au titre de la première fraction du concours particulier, d’une part, les investissements ayant pour objet la construction, la rénovation, la restructuration, l’extension ou la mise en accessibilité prévue par les articles L. 111-7 à L. 111-7-4 du code de la construction et de l’habitation dans les conditions prévues aux articles R. 1614-79 à R. 1614-82, d’autre part, les investissements ayant pour objet l’équipement dans les conditions prévues à l’article R. 1614-83.

Sont éligibles à une attribution au titre de la première fraction du concours particulier les dépenses de fonctionnement non pérennes des bibliothèques municipales, intercommunales et départementales, qu’elles soient principales, de secteur ou annexes, dans les conditions prévues à l’article L. 1614-10, telles que précisées par le présent article et les articles R. 1614-83 et R. 1614-87.

Les projets d’extension ou d’évolution des horaires d’ouverture de bibliothèques mentionnés au 2° de l’article L. 1614-10 ne peuvent recevoir une attribution au titre de la première fraction du concours particulier que durant cinq années consécutives au plus.
